Teams that are interested in a player submit a bid based on the round they are willing to &quot;pay&quot; and the best bid &quot;wins&quot;. Let&#039;s say the Raiders end up with Pryor for a fifth rounder, that means the Raiders give up their fifth round pick in next year&#039;s draft.</description>
